At the beginning of Habakkuk 2, Habakkuk decides that he is going to wait on God's answer. He's taking up watch like a soldier. He patiently waits, not rushing to action. He waits to see how he should properly respond and what the message is that he should take to the people.
When God does respond and He tells Habakkuk to write the vision on tablets for runners. It was a common practice at the time for messages to be posted on tablets in a city and runners would memorize the message and run to spread the message. But God is clear – the vision will come to pass in His timing.
The first part of the vision is this:
Behold, as for the proud one,
His soul is not right within him;
But the righteous will live by his faith.
Furthermore, wine betrays the haughty man,
So that he does not stay at home.
He enlarges his appetite like Sheol,
And he is like death, never satisfied.
He also gathers to himself all nations
And collects to himself all peoples.
Habakkuk 2:4-5 (emphasis mine)
The proud and the haughty are contrasted with the righteous…
The soul of the proud is not right within them.
The haughty are never home and are always trying to get more.
The righteous live by faith.
